DETIKEXPOSE.COM, Tanjungpinang– Nota Keuangan dan Ranperda APBD TA 2019 di setujui DPRD untuk ditetapkan menjadi Peraturan Daerah, hal ini dilaksanakan dalam rapat paripurna DPRD Provinsi Kepulauan Riau dengan agenda laporan akhir panitia khusus DPRD Provinsi Kepulauan Riau, di ruang rapat utama DPRD Provinsi Kepri, Jum’at (30/11/2018) pagi.
Rancangan peraturan daerah tentang anggaran pendapatan dan belanja daerah provinsi kepulauan riau tahun anggaran 2019 telah mendapat persetujuan bersama antara gubernur dan DPRD Provinsi Kepulauan Riau.
Dalam penyampaian Laporan Akhir Pansus, Ing Iskandarsyah mengatakan, Banggar DPRD Provinsi Kepri secara garis besar telah melaksanakan ranperda APBD Provinsi Kepri TA. 2019, diawali sebelumnya dengan pembahasan rancangan KUA dan PPAS tahun 2019 yang telah disepakati bersama dan ditandatangani pada tanggal 22 November 2018 yang lalu.
“Sejak pembahasan Pra Rancangan KUA dan PPAS sehingga selesainya pembahasan nota keuangan dan Ranperda APBD TA 2019 Banggar dan TAPD telah melakukan pembahasan sebanyak lebih dari 10 kali pertemuan, terhitung mulai dari tanggal 9 Oktober – 29 November 2018”, dalam penyampaiannya.
Total Anggaran Pendapatan dan Belanja Daerah Provinsi Kepulauan Riau Tahun Anggaran 2019 adalah sebesar Rp. 3.659.564.170.992,-.
Dari total tersebut dirincikan dalam struktur yakni untuk Pendapatan Daerah berjumlah Rp. 3.629.564.170.992,-. antara lain Pendapat Asli Daerah (PAD) Rp. 1.252.765.639.592,-. Penerimaan Dana Perimbangan atau dana transfer pusat ke daerah sebesar Rp. 2.322.226.300.400,- yang berasal dari Dana Bagi Hasil Pajak, Dana Alokasi Umum, dan Dana Alokasi Khusus.
Sedangkan penerimaan lain-lain Pendapatan Daerah yang Sah berjumlah Rp. 54.572.231.000,- yang berasal dari dana insentif daerah, dan lain-lain Pendapatan Asli Daerah yang sah. Adapun besaran jumlah Belanja pada Ranperda APBD Provinsi Kepulauan Riau TA. 2019 diproyeksikan sebesar Rp. 3.659.564.170.992,-.
Sedangkan untuk Pembiayaan Daerah Sisa lebih anggaran tahun sebelumnya berjumlah Rp. 30.000.000.000,-. Pembiayaan Netto sebesar Rp. 30.000.000.000,-.
Gubernur Kepulauan Riau, Nurdin Basirun dalam sambutannya mengatakan, ada 5 prioritas tema kegiatan pembangunan yang akan dicapai pada tahun 2019, yakni peningkatan kualitas pendidikan dan kesehatan, pengembangan ekonomi kerakyatan, pengembangan pusat kebudayaan melayu, pengembangan infrastruktur wilayah, dan pengembangan tata kelola yang akuntabel.
“Penyusunan APBD TA. 2019 tetap memprioritaskan bidang pendidikan dengan alokasi APBD minimum 20%, dan kesehatan dengan alokasi APBD minimum 10% dengan tetap menjaga sinergitas terhadap program prioritas nasional dengan pedoman pada ketentuan perundang-undangan yang berlaku”, ujarnya.
Setelah penyampaian laporan akhir pansus, kemudian Ketua DPRD Kepri Jumaga Nadeak, serta Wakil Ketua II DPRD Kepri Husnizar Hood, dan Gubernur Kepri menandatangani berita acara Nota Keuangan dan Ranperda APBD TA. 2019 untuk ditetapkan menjadi Peraturan Daerah. ( Herman )
