Keterampilan yang diajarkan dalam pelatihan ini diterapkan sesuai standar asuhan bagi semua ibu yang bersalin pada tahap persalinan oleh penolong dimana pun hal tersebut terjadi dengan sasaran utama adalah bidan.
Upaya pencegahan perdarahan pasca pelatihan dimulai pada tahap yang paling dini. Setiap pertolongan persalinan harus menerapkan upaya pencegahan perdarahan pasca persalinan, diantaranya manipulasi minimal proses persalinan, penatalaksanaan aktif kala III, pengamatan melekat kontraksi uterus pasca persalinan. Dengan paradigma pencegahan, episiotomi tidak lagi dilakukan secara rutin karena dengan perasat khusus, penolong persalinan akan mengatur ekspulsi kepala, bahu dan seluruh tubuh bayi untuk mencegah laserasi / hanya terjadi robekan minimal pada perineum.
Kegiatan ini dilaksanakan karena banyak bidan yang belum mengikuti pelatihan APN. Data tahun 2015 menyebutkan dari 1.544 orang bidan, yang telah mengikuti APN adalah 849 orang, dan tahun 2016 menjadi 888 orang. Penambahan jumlah bidan yang telah dilatih APN dari tahun 2015 ke tahun 2016 tersebut terdiri dari 39 orang bidan dilatih melalui dana APBD tahun 2016. Artinya baru sekitar 57,51 % bidan yang telah mengikuti APN.
Diharapkan dengan adanya pelatihan APN bagi petugas kesehatan ini dapat meningkatkan kompetensi dan keterampilan petugas kesehatan sehingga siap dalam melakukan asuhan ( Herman)
